The Legal Research Unit (LRU) conducts court monitoring in all four district courts (Dili, Baucau, Suai and Oecusse), the Court of Appeal and the mobile courts. Using the information gathered during court monitoring, we analyse the decisions of the courts and make substantive and practical recommendations to improve the hearing process and decisions.

The Legal Research Unit produces legal and in-depth analysis, and reports on issues which impact on the development of the justice sector in Timor-Leste. We also conduct activities to improve community understanding about the formal justice system, through training in the districts, national seminars, workshops and public debates on radio and television. Ana Paula Marcal is the Coordinator of LRU.
